Emergency Management Completion Program

In this all-online completion Bachelor of Applied Science Emergency Management program, you'll learn to plan and direct disaster response or crisis management activities, oversee disaster preparedness, and establish emergency plans and procedures for natural (e.g. hurricanes, floods, earthquakes), wartime, or technological disasters.

Tuition Exemptions & Reimbursement

This program may provide an exemption from some tuition and laboratory fees to eligible persons employed as a peace officer, EMT, or firefighter, or hold a position in either public administration or emergency management with the state or with a political subdivision of Texas.

About the Instructors

Michael McDonough

Michael McDonough MSHS NRP

For over 40 years Michael has been involved in emergency response services, including a long career as a full-time Paramedic including 10 years as a volunteer Firefighter as well as several positions in emergency services management. Michael graduated with honors in two Associate Degree programs through Allan Hancock College located in Santa Maria, CA: Fire Technology and Emergency Medical Services. He has served as an Associate Faculty member in the Public Safety Education & Training department at AHC. His past teaching focus at AHC was in the areas of disaster management and terrorism response mitigation. He served as the EMS Program Director for two colleges in the central coast of California; Santa Barbara City College and Cuesta College in San Luis Obispo. He is currently an Adjunct Instructor in the NERRTC program at TEEX in College Station, TX. Michael is the founder of EMTraining.net, an emergency education consulting company and has had articles published in Emergency Medical Services and Fire Chief Magazines. Michael also has served as an SME committee member of the Emergency Medical Services Working Group for FEMA, working on the establishment of resource typing for the Ambulance Strike Team program in the NRF. He has achieved his Bachelor’s Degree in Emergency and Disaster Management through American Public University. A Master of Science in Health Sciences in EMS Leadership was awarded from George Washington University in 2016. He currently is in the Doctoral program at Liberty University for his EdD. in Curriculum & Instruction. His professional memberships include the National Association of Emergency Medical Technicians, the International Association of Emergency Managers, the Golden Key Honor Society and the National Association of Emergency Medical Services Educators.

Shawn Bayouth

Shawn Bayouth is an Adjunct Professor in the BAS Emergency Management program with TJC. On a full-time basis, he serves as the Director of Environmental Health & Safety for the University of Arkansas at Little Rock. He is a graduate of the National Fire Academy’s Executive Fire Officer Program and a five-time recipient of the Chief Fire Officer Designation. Shawn holds a Ph.D. in Industrial Technology from Iowa State University.
